Official 2015 District 27 INTERLEAGUE Rules:


1. Time Limits on games played Sunday Night thru Thursday Night
Minor Baseball Division: No new inning after 1 hour and 30 minutes. Must complete at least 4 full innings – unless rule 4.10 (e) applies to be a regulation game. In the event of a tie at the end of the 1 hour and 30 minute time limit – the game will result in a tie. Managers – have your teams ready between innings.
Minor & Major Softball Divisions: No new inning after 1 hour and 15 minutes. Must complete at least 4 full innings – unless rule 4.10 (e) applies to be a regulation game. In the event of a tie at the end of the 1 hour and 30 minute time limit – the game will result in a tie. Managers – have your teams ready between innings.
Major Baseball Divisions: No new inning after 1 hour and 45 minutes. Must complete at least 4 full innings – unless rule 4.10 (e) applies to be a regulation game. In the event of a tie at the end of the 1 hour and 45 minute time limit – the game will result in a tie. Managers – have your teams ready between innings. Managers – have your teams ready between innings.
50/70 and Senior Baseball & Softball Divisions: No new inning after 2 hours. Must complete at least 5 full innings – unless rule 4.10 (e) applies to be a regulation game. In the event of a tie at the end of the 2 hour time limit – the game will result in a tie. Managers – have your teams ready between innings.
NOTE: In the opinion of the officials on the field, if it is deemed that a manager, coach and/or player is purposefully stalling the game to manipulate the time restrictions, forfeiture and removal from all further play will be considered by the District Administration.

2. NO Time Limits will apply on games played on Friday nights, all day Saturday & Sunday. The Little League curfew applies on all games

3. MINOR BASEBALL & SOFTBALL DIVISIONS, ONLY
Bat through the order, 3 outs, or 5 run limit per inning – open run limit in the last inning declared by the umpire. In the event of “extra innings” to determine a winner, the open run limit will be in effect for those innings, as well.
Kid Pitch Baseball - Move the rubber to within 35 to 38 feet of home plate, rather than 46 feet. Please have a Coach behind the catcher to gather balls and keep the game moving.

4. T-Ball
Bat through the order, each inning.
No limit to the outs. However, any player placed out, will be removed from the base.
Coaches are allowed on the field during offense for instructional purposes.

WEATHER
1. Umpires in charge make final decisions regarding weather conditions, including stop/start of games, delays, resuming play or calling and end to a game. If no official umpire then the decision is to me made by the League official on duty.

2. Managers are not to make these calls.
 

2015 Little League Baseball & Softball Rules & Regulations apply except for the following modifications:
 

Additional Rules:

1. The Umpire in Charge has the final say over all rulings on the field.

2. As stated at the top of this page, 2015 Little League Rules and Regulations will be adhered to by all, including the following:
a. Only 3 Coaches or volunteered approved adults are allowed in the dugout at any time
b. At least one adult will be in the dugout on offense. Therefore, if there are only two volunteer approved adults present, there will be one volunteer approved adult coaching first or third base and a player with a helmet on, coaching the opposite base
c. No games shall start with less than 9 players on each team
d. All Coaches and volunteer approved adults will remain in the dugout on defense (except for on field instructional purposes in Minor’s and T-Ball) and there will be no one will be allowed to sit on a bucket, on the field at any time during offensive or defensive play
e. The Manager must have the umpires permission prior to leaving the dugout to visit the mound or discuss a call
f. Coaches will not warm up a pitcher in between innings. Another player may do so with a catcher’s helmet on.
g. It is the responsibility of the Manager to prove to the Umpire in Charge, the legitimacy of all bats used by their players
h. There is no leading off below the 50/70 division
i. Infield Fly will be enforced at the appropriate times
j. Warm-up pitches between innings do not count towards the pitch count.
k. If a player other than the pitcher throws the ball from the pitcher’s mound to home plate, at any time, they become the pitcher to current batter for a minimum of one pitch.
l. Players are not allowed to leave the dugout for any reason, without the permission of the Umpire in Charge. Any player found in violation can be removed from the game
m. No on deck batters below the 50/70 Division
n. No jewelry except Medical Alert jewelry
o. Catchers must wear a dangling throat protector regardless of the type of face mask that they wear
p. The requirement to use a face mask on the batter’s helmet is up to each individual League. No League can force another League to require the use of face masks on a batter’s helmet.
q. There is no “must slide rule.” See 7.08 (a)(3)

*** Any additional rules must be approved through the District Administrator and amended to this document before they may be enforced. Coaches and Managers may not alter these rules at all. LOCAL LEAGUE rules, at any complex, DO NOT apply. Anyone violating these rules will be ejected for the remainder of the current game and the following game as well.

AA/Minor B Coach Pitch Rules

No new inning may begin after an hour and fifteen minutes or six innings, whichever comes first.

First half of the season is coach pitch only.

Coach pitches to his own team.  Also, place another coach near the backstop behind the catcher to retrieve balls that get past the catcher.  This will speed the game up and make it more enjoyable for the kids.

Coach pitches until the batter puts the ball in play or strikes out (3 strikes).  There are no walks and batters cannot take first base on a hit by pitch from a coach.  Pitches that are strikes but taken by the batter should be called a strike.  We want to encourage the kids to swing the bat.

All players should be in the lineup (offensively) but innings ends after 3 outs as in real baseball.

If the offensive team scores five runs prior to 3 outs being recorded the inning is over.

Defense can use 10 fielders (4 outfielders).

In order to prevent “merry-go-round” baseball, runners should not take extra bases on overthrows to first base or pitched balls that go past the catcher. 

No stealing.

Runners can advance on overthrows to other bases during the course of a play.

 Second half of the season is “modified kid pitch”.  There are NO walks and again no stealing.

The same rules regarding overthrows to first base and pass balls applies.

Kids will pitch a limit of five pitches to each batter with two exceptions.

-       Exception 1: if the first four pitches are balls the coach should take over pitching and assume an 0-0 count.  Again coaches pitch to their own team.

-       Exception 2: if the count is full is after five pitches the kid can throw one more pitch.  The batter either strikes out, puts the ball in play or fouls off the pitch.  If the pitch is fouled off the coach will take over pitching, assuming a full count.

If a kid pitching hits a batter the batter can take first at his discretion or continue his at bat and that pitch is counted as a ball.

All other rules follow the rule book for minor level play, including pitch count limits.
